Experience
Caitlin Towey leads consulting engagements focused on health policy, healthcare transformation, and program evaluation. She oversees projects from design through delivery, leveraging expertise in Medicaid policy, value-based care, and healthcare operations to help clients address complex challenges and achieve measurable results.

 

Prior to joining FCG, Caitlin spent more than eight years at MassHealth, Massachusetts’ Medicaid program, where she most recently served as Director of Policy within the Office of Accountable Care and Behavioral Health. In this role, she led strategy and implementation for MassHealth’s Section 1115 Demonstration Waivers and directed policy development across priorities including accountable care organizations, care management, telehealth, housing and re-entry initiatives, and behavioral health access. She also oversaw program evaluations, managed multi-million-dollar vendor contracts, and collaborated with state, federal, and healthcare leaders to advance improvements in quality, access, and member outcomes.

 

Earlier in her career, Caitlin held research and program leadership roles at Brown University and Care New England Health System, leading federally funded initiatives focused on health equity, care transformation, workforce development, and community health. She holds a Master of Public Health from Brown University School of Public Health and a Bachelor of Science in Health Policy and Management and Philosophy from Providence College.
