Experience
Tiffany Alunan brings a diverse background in health policy research, revenue cycle management, payment and delivery reform, and stakeholder advocacy to FCG. She currently supports the design and implementation of Connecticut Medicaid’s maternity bundle payment program, managing cross-agency teams to engage stakeholders on program design, evaluate policy and operational options, and secure federal and state regulatory approvals, including CMS approval of a State Plan Amendment (SPA). With a strong interest in advancing health equity in payment reform, Tiffany developed a health equity tool for a state client, grounding it in best practices to embed equity in alternative payment models. Her other projects include evaluating a Medicaid primary care program to inform a new model design, implementing a revised rating structure for Medicaid Assisted Living providers, and developing recommendations for functional assessment reform in Home- and Community-Based Services.
Previously, Tiffany was a Senior Associate Consultant at Triage Consulting Group, where she audited hospital claims to identify billing inefficiencies, recover lost revenue, and recommend process improvements. She has also contributed to policy research on a Los Angeles County Medicare-Medicaid dual eligible pilot, primary care reform in Massachusetts, and single-payer healthcare in California. As a graduate student, Tiffany held a Summer Fellowship at the Massachusetts Health Policy Commission, where she helped develop strategies to publicly compare ACO performance. She also worked with Health Care for All (HCFA), supporting Massachusetts’ COVID-19 vaccination campaign and creating patient and provider resources for HCFA’s Immigrant Health Toolkit. Tiffany holds an MPH in Health Policy from the Harvard T.H. Chan School of Public Health and a BA in Human Biology and Society from UCLA.
