Rick Jacobsen is a highly experienced healthcare executive with over four decades of expertise in Medicaid management, healthcare reform, and program development. Throughout his distinguished career, Rick has held various senior leadership positions, including Senior Consultant at Conduent/Xerox, where he played a crucial role in shaping Medicaid programs in Rhode Island. His expertise spans managed care contracting, rate setting, and quality improvement, and he has been a key contributor to programs such as the Accountable Entity initiative and the state’s 1115 Medicaid waiver. In his role, Rick has advised on essential program documents, overseen the development of complex payment models, and helped improve Medicaid’s operational and clinical effectiveness.

 

Before his tenure at Conduent/Xerox, Rick served as the Chief Executive Officer of the Community Health Network of Connecticut, where he successfully led a Medicaid managed care organization from its inception to serving over 30,000 members. In addition, he has held executive roles in the Connecticut Primary Care Association and the Hartford Primary Care Consortium, where he guided the development of community health center systems and innovative care models. Rick’s leadership has been recognized nationally by organizations such as CMS and the National Academy of State Health Policy for his contributions to healthcare reform and quality performance. His academic background includes a Doctor of Philosophy in Sociology and Healthcare from the University of Connecticut, and he has served as an Assistant Clinical Professor at the University of Connecticut School of Medicine.
